Issue Issues associated with the choice and appointment of mission community leaders

  • Who chooses them? (Congregation/PCC/incumbent/Mission Community Leader/bishop?)
  • Does the post need to be advertised/open to applicants?
  • What is the role of Patrons in the appointment?
  • What will be their relationship to the congregations/PCCs/chapels?
  • What are their roles and responsibilities? Who decides this?
  • Are roles and responsibilities going to be the same for all Mission Community leaders? Who decides this?
  • Will they be Team Rectors/incumbents?
  • If not, who is incumbent of the parish(es)?
  • Who is incumbent if there is a non-Anglican Mission Community Leader?
  • Will the person with authority be the same as the person with the responsibility for the parish/congregation/chapel?
  • What is their role/responsibility for congregations without a local leader?
  • If local leaders are responsible for congregations, who is responsible for parishes?
  • What is their position under Common Tenure?

Initial reflection
  • It is important that the views of the local churches and clergy are fully taken into account and the Bishop needs to be involved, together with appropriate ecumenical involvement.
  • When a mission community first comes into existence the position of mission community leader will normally be open to all existing clergy in the mission community who will be invited to apply, the role will not normally be advertised externally. Once a mission community has been established and if the position of mission community leader becomes vacant as the result of someone retiring or resigning from a post within the mission community then if that vacancy is to be filled it will be advertised in the normal way. Determining who is to fill the role of mission community leader is likely to be contingent on the post being filled.
  • The mission community leader will be 'first among equals' in relation to the ordained clergy in the mission community.
  • There will be a 'generic' set of roles and responsibilities for mission community leaders. It will be for the leadership team in the mission community, in conjunction with PCCs, etc., to determine the specific roles and responsibilities for the leader of their mission community.
  • The mission community leader will normally have been appointed to a denominational post within the mission community and that will determine whether they are a team rector, a priest-in-charge, a minister, etc.
  • Every Anglican parish will continue to have (except during a vacancy) a designated incumbent or priest-in-charge.
  • If an Anglican church does not have a designated leader the role will presumably be exercised by the incumbent and churchwardens.
  • There is no real change, at present, in terms of who is responsible for parishes - the incumbents, churcwardens and PCC continue to exercise the responsibilities currently laid upon them by the existing legislation. There is no change in terms of the position of clergy under Common Tenure.
Action required These points need to be answered in material that goes out to deaneries.
